Economist in Madagascar

Fabio Losa is the economist in the Resident Coordinator’s Office in Madagascar. The innovative approaches, tools, and activities that he has either led or initiated have facilitated systemic and inter-agency work with the Government, partners, and stakeholders at national and local level. For example, he brought 12 UN entities together to provide a coordinated support to two municipalities in the South of Madagascar facing multiple challenges touching humanitarian, development and peacebuilding issues to design their paths toward the Sustainable Development Goals and in strengthening their resilience against natural hazards. 

A statistical classification analysis on national census data that he coordinated with the National Bureau of Statistics and UNFPA, led to an evidence-based identification of risk factors and groups at risk of being left behind. The application of a ‘system thinking’ approach for updating the Common Country Analysis of the UN country team established clear connections across areas such as human rights, food insecurity, sexual reproductive health, economic participation of women, jobs and social protection, etc., which led to targeted cross-sectoral programming. 

With ILO, UNDP, UNFPA and UNIDO and five Ministries in Madagascar, he contributed to developing new solutions for youth employment and entrepreneurships through a youth centered process during a youth forum gathering more than 150 young women and men from all the regions of Madagascar.
