Head of Resident Coordinator's Office in Namibia

Carlos Fernández García is the Head of the Resident Coordinator's Office in Namibia, the land with a beautiful landscape, but also with challenges associated with an upper-middle income country. When he joined the team in early 2020, his first task was to support the Resident Coordinator in leading a coordinated and integrated UN response and recovery plan for the COVID-19 pandemic. He facilitated dialogues among the UN country team to collectively identify and respond to the emerging needs of the Government.  In addition, he led the reprogramming of UN activities and funds within the four areas of the UN Sustainable Development Cooperation Framework (economic progression, social transformation, environmental sustainability, and good governance) in order to adapt to the shifting context under the COVID-19 pandemic.  Carlos is passionate about inclusion of people from all corners of society, especially those hard to reach.  

During the drafting process of the Common Country Analysis, Carlos Fernández oversaw a wide range of consultation process by involving groups such as persons with disabilities, women, and youth to ensure their voices are well incorporated.  He is also leading the disability inclusion in the areas of human resources, information and communication technologies, and common UN premises, and coordinated the accessibility audit, which was instrumental in improving accessibility in the UN House such as guiding hand bar from main gate to reception, safety of the entrance ramp, and disability parking.
