Head of Resident Coordinator's Office in Guinea Bissau
As the head of the Resident Coordinator’s Office, Francis Peter-Battal has played an important role in successfully convening different actors including UN entities, the Government and other partners to accelerate the progress towards the 2030 Agenda for Sustainable Development. For example, Francis’ convening and coordination allowed the UN Country Team and the Government’s Ministries, to complete the formulation of the UN Sustainable Development Cooperation Framework for Guinea Bissau 2022-2026, in a six-month record time, setting in motion a new strategic vision towards the realization of the 2030 Agenda and the 2063 Africa Agenda.
Francis coordination role also facilitated UN entities and parties working together at the leadership level, which allowed programmes to be implemented in a more harmonised way. For example, now the collectively achieved results can be supervised by a Joint Steering committee co-chaired by the UN Resident Coordinator and the Minister of Foreign Affairs, for which Francis serves as its Secretariate.
He also coordinated a process to evaluate resources and capacities of the UNCT, formulated a resource mobilisation strategy, aiming to increase the UNCT resources; and led the UN staff transition from the UN Integrated Peacebuilding Office for Guinea-Bissau (UNIOGBIS) towards activities enhancing economic and social development at the local level, following the decisions by the Executive Committee of the UN Secretary-General.
